Water fills a street in Minot, N.D., June 23. As many as 10,000 residents, about one-fourth of Minot's population, have evacuated the city as the fast-rising Souris River inundates thousands of himes and businesses. The Souris River is expected to crest at 1566 ft., nearly 9 ft. above the current level.
