Esper on the functionality of ARNORTH’s Defense Support of Civil Authorities mission Apr. 17 at the Joint Operations Center inside the historic Quadrangle at Fort Sam Houston, Texas. The DSCA mission focuses on the Department of Defense’s Chemical, Biological, Radiological and Nuclear Response Enterprise, which provides support to the federal lead agency in the event of a catastrophic, national disaster.
