A group of U.S. Army Corps of Engineers inspect the permanent earth retention system (PERSWALL) surrounding the U.S. Strategic Command command-and-control facility on Offutt Air Base, Omaha, Neb., March 28. To mitigate the potential for flooding, District engineers constructed a PERSWALL around the building essentially constructing it in a bathtub.
