Dawn Rochelle gives the opening remarks at Onslow County Partnership for Children’s 16th Annual State of the Child Breakfast at the Onslow County Government Complex in Jacksonville North Carolina, April 13. Dana Winters was the guest speaker for the breakfast and spoke about how important a caring adult is to a child, how a small thing can brighten their day and how it’s important to be a care giver for children. Rochelle is the executive director for Onslow County Partnership for Children.
