Capt. Kenny Rayner of Alexandria, Virginia, and commander of the District of Columbia Army National Guard’s Headquarters and Headquarters Detachment, 74th Troop Command, earned his second consecutive first-place title in the National Guard’s male division, finishing the 26.2-mile course in Lincoln, Nebraska, on May 6, with a time of 2 hours, 38 minutes and 55 seconds.
