FEMA workers arrived at Simmons Army Air Field, Aug. 23, in preparation for Hurricane Irene. The first group of FEMA staff set up the Incident Staging Base in the corner of the air field prepared to welcome over 40 FEMA truck throughout the night and more arriving, Aug. 24.
