Oregon National Guard Command Senior Enlisted Advisor, Command Sgt. Maj. Robert C. Foesch speaks about Non-Commissioned Officer development and Oregon's State Partnership Program during a panel discussion on May 22, 2018, in Honolulu, Hawaii. Foesch was one of a six-person panel which included senior enlisted representatives from partner countries, such as Australia, Japan and New Zealand at the Association of the United States Army's annual Land Forces Pacific (LANPAC) Symposium.
