Which program managed its test budget best? It’s not as simple as looking at which spent the least amount of money on T&E. Different kinds of equipment require different evaluations: Testing a missile is always more expensive than testing a vehicle, since the missile is destroyed during the test process and the program goes through many of them. So simply imposing arbitrary caps on the dollars spent or percentage of total budget allocated to testing is not a smart way to lower acquisition costs, the author asserts. (SOURCE: Robert F.
