A contractor sprays water July 12, 2018, in an area where new grass was placed next to two new buildings that were constructed for the Fort McCoy, Wis., Child and Youth Services, or CYS, on the cantonment area. Contractor Relyant Global, which is headquartered in Maryville, Tenn., built the new buildings for CYS administration and storage.
