Jeff Toney, acting regional administrator of the California Governor's Office of Emergency Services (CalOES) Southern Region, describes levels of response for emergency management, from municipalities to the regional, state, and national levels, during a visit to Joint Forces Training Base, Los Alamitos, California, by senior leaders from the Ukrainian military and internal affairs. Leaders from the Ukraine Ministry of Internal Affairs are visiting various agencies in California this week to exchange emergency management and disaster preparedness techniques.
