U.S. Navy Petty Officer 3rd Class Dylan Richardson, Naval Mobile Construction Battalion 5 utilitiesman, hammers a nail into the base of a tent foundation, Sept. 9, 2011. Richardson is originally from San Diego, Calif. NMCB 5, with help from 1st Battalion 161st Field Artillery, Kansas Army National Guard, and 243rd Engineer Support Platoon, Maryland National Guard, erected numerous tents on Camp Lemonnier. Camp Lemonnier hosts the Combined Joint Task Force - Horn of Africa, which under the command of U.S. Africa Command, conducts civil and non-combatant military operations in East Africa aimed to enhance partner-nation capacity, promote regional stability and dissuade potential local conflict.
