South Carolina Army National Guard Staff Sgt. Jesse Mullinax and Spc. Harold Robison, from the 228th Signal Brigade out of Spartanburg, South Carolina, set up the Joint Incident Site Command Center (JISCC) package to support the Horry County Emergency Operations Center (EOC) with a back-up communications system. The JISCC package is in place and ready to operate in case the county EOC network’s connectivity and communication systems fail due to the effects of Tropical Storm Florence.
