The winner of the Tallil Air Base/Boston Marathon, Luis A. Soto, a mechanic with the 89th Transportation, Fort Eustis, Va., crosses the finish line with a time of 3 hours, 3 minutes, 19 seconds at Tallil Air Base, Iraq, April 18.
