    Emil Handzel, Contingency Engineering Response Team (CERT) member, photographs interior water damage on Naval Support Activity Panama City (NSA PC) after Hurricane Michael brought heavy rain, damaging winds, and coastal surge to the Panama City area on Oct. 10th.
