U.S. Army Corps of Engineers contractors in Panama City, Fla., install reinforced plastic sheeting Oct. 19, 2018, for the first home to benefit from Operation Blue Roof, a program for homeowners or landlords affected by Hurricane Michael. The program, offered by FEMA Federal Emergency Management Agency, provides a temporary covering of reinforced blue plastic sheeting to help reduce further damage to property until permanent repairs can be made.
