Civilian contractors in conjunction with the Phoenix Fire Department build a rubble pile at the old Phoenix Fire Department Training Center in support of the 2011 Vigilant Guard training exercise Nov 3-5. The rubble pile represents a simulated ground zero for the 10kt nuclear explosion that is the central theme of the exercise where search and rescue and Civil Support Teams will be working to “rescue” and decontaminate survivor mannequins before forwarding them to the medical evacuation site.
