Ernest L. Roth, maneuver coordination officer at the Joint Multinational Training Command in Grafenwoehr, Germany, receives the Commander's Award for Civilian Service from Col. Bryan L. Rudacille, JMTC commander, for rescuing an injured hiker at the summit of Wagendrischelhorn at an elevation approximately 2,248 meters high during severe weather. Roth improvised a carrying seat from climbing ropes and carried the injured hiker to safety, and for medical treatment. The JMTC is the U.S. Army's only forward-deployed training command. The JMTC provides combat-maneuver training, in addition to specialized training for special operations forces, such as, high-altitude and survival training. Roth had completed training with a U.S. unit when he helped the injured hiker.
