Senior Master Sgt. Anthony Liggins, 127th Air Refueling Squadron, meets with a promotion board at Selfridge Air National Guard Base, Mich., Dec. 14, 2011. Liggins met the board as a candidate for promotion to chief master sergeant, the highest enlisted rank in the U.S. Air Force. Also sitting in as an observer was Chief Master Sgt. Mike Dalton, command chief for the Michigan Air National Guard. Liggins said he studied the “Little Brown Book” – Air Force Instruction 36-2618 “The Enlisted Force Structure” – to prepare for his meeting with the board.
