Gen. Robert S. Beightler Armory in Columbus, Ohio. Ohio and Serbia have partnered since 2006 under the State Partnership Program (SPP), managed by the National Guard Bureau. The goal of the SPP is to link a state’s National Guard with a partner country to promote regional stability and develop civil and military relationships.
