U.S. Navy Vice Adm. David Kriete, deputy commander of U.S. Strategic Command (USSTRATCOM), and Elizabeth Durham-Ruiz, director of USSTRATCOM Nuclear Command, Control and Communications (NC3) Enterprise Center, cut the cake following the announcement of USSTRATCOM’s Nuclear Command, Control and Communications Enterprise Center (NEC) meeting all requirements declaring initial operational capability at Offutt Air Force, Neb., April 3, 2019. The NEC acts as the heart of the NC3 enterprise, and is focused on restructuring situation monitoring, decision-making, force direction, force management and planning for NC3. USSTRATCOM has global responsibilities assigned through the Unified Command Plan that include strategic deterrence, nuclear operations, space operations, joint electromagnetic spectrum operations, global strike, missile defense, and analysis and targeting.
