U.S. Navy Adm. Samuel J. Locklear, III gives remarks during the U.S. Pacific Command (USPACOM) change of command ceremony March 9, 2012, at the USPACOM Headquarters on Camp H.M. Smith, Hawaii. Locklear took command of USPACOM, which is made up of U.S. military and civilian personnel numbering approximately 325,000, or about one-fifth of total U.S. military strength.
