Juan M. Garcia III, the assistant secretary of the Navy for Manpower and Reserve Affairs, and Vice Adm. Dirk J. Debbink, chief of Naval Reserve, visited sailors from Naval Construction Regiment 22 and Naval Mobile Construction Battalion 7. The leaders are visiting sailors and Marines overseas to personally thank them for their service and highlight the wide range of personnel programs covered in the 21st Century Sailor and Marine Initiative. The initiative consolidates a set of objectives and policies, new and existing, to maximize sailor and Marine personal readiness, build resiliency and hone the most combat-effective force in the history of the Department of the Navy.
