190727-N-OT405-0056 MILLINGTON, Tenn. (July 27, 2018) Rear Adm. Jeff Hughes, Commander, Navy Personnel Command, posthumously presented the Purple Heart to Seaman 1st Class James Cunningham's 85-year-old sister, Clara Cunningham Osborne who accepted the decoration on his behalf.
