Maj. Gen. Kendall W. Penn here Aug. 10, 2019. Penn now commands a 10,700-member strong organization of Soldiers, Airmen, and civilian employees. Additionally, he oversees an annual federal budget of $452 million and annual state budget of $9.5 million. As the state’s 53rd Adjutant General, he succeeds Lt. Gen. Mark H. Berry, who is retiring after a distinguished 45-year military career.
