Karmoh Freeman, the acting command sergeant major of the Armed Forces of Liberia, participates in a panel discussion during the Africa Senior Enlisted Leader Conference Aug. 13, 2019 in Garmisch-Partenkirchen, Germany. Liberia is one of four countries that are part of the first tranche of the Africa Enlisted Development Strategy. The Africa Enlisted Development Strategy is a low-to-no-cost, multi-year approach to enlisted development in Africa. This approach seeks to standardize existing African professional military education institutions, ultimately creating regional centers of excellence.
