Chief Mineman Roel Elizondo signs for his Transportation Incentive Program vouchers during a quarterly voucher distribution at the Naval Base San Diego Waterfront Cafe. More than 1,000 sailors and civilian personnel attended the two-day event. TIP provides eligible personnel with up to 125 dollars in vouchers to be used for mass transit commutes. The Naval Base San Diego TIP is one of the largest on the West Coast, with an average of nearly 80 new enrollees each month.
