Fair Winds and Following Seas to Cryptologic Technician Collection Master Chief James C. Dawkins after over 30 years of service in the United States Military. Master Chief Dawkins came to NIOC Yokosuka September 2015 and became the Command Senior Enlisted Leader where he focused on constant improvement of the health, welfare, moral, and operational readiness of the NIOC Yokosuka team. During Master Chief Petty Officer Dawkins’ 30 years of service, he has participated in: DESERT SHIELD, DESERT STORM, OPERATIONS SUPPORT DEMOCRACY, OPERATION ENDURING FREEDOM, OPERATION IRAQI FREEDOM, and OPERATION HOPE RENEWAL.
