California State Guard Brig. Gen. Peter Cross speaks during a memorial service with full military honors to remember U.S. Army Maj. Gen. Paul D. Monroe, Jr., held Oct. 14, 2019, in Mather, California. Monroe, who died Sept. 18 at age 83, served as adjutant general of the California National Guard from 1999 until his retirement in 2004.
