Daniel Manning, former deputy director of regional affairs at the Pentagon, gives remarks on strategic planning during a 413th Flight Test Group commanders and senior leaders conference Oct. 9, 2019, at Robins Air Force Base, Georgia. Manning, who is currently on terminal leave and scheduled to retire Oct. 31, is also the president of a company that provides consulting to organizations using applied creativity to solve tough problems.
