Col. James Handura, Commander, U.S. Army Corps of Engineers, Sacramento District, delivers remarks at the renaming ceremony for the Richard L. Schafer Dam in Porterville, California, Oct. 1, 2019. The dam, previously known as Success Dam, was constructed in 1961 and has prevented an estimated total of $200 million in property damage and reduced flood risk for a population of more than 76,000 people. The dam’s new name was approved by a congressional resolution in August to honor Schafer’s decades of service working with both public and private entities to manage Central Valley water resources.
