Virginia Beach, Va. (Nov. 12, 2019) – Joe Rubye, a retired Navy chief petty officer and member of the Jicarilla Apache (Tinde) Nation, sings a pow wow song while four Naval Surface Warfare Dahlgren Division - Dam Neck Activity team members keep a rhythmic beat during an American Indian Heritage Month celebration in Hopper Hall Auditorium. Rubye's drum is named “Four Itsa Feather” (Itsa=Eagle) and it is a family heirloom.
