Harlie Fraser, CFAY Ombudsman and a member of the Family Partner Program (FPP), shops at the commissary during the Shelter in Place order for another spouse whose active duty husband is stationed on a Yokosuka-based Forward Deployed Naval Forces (FDNF) ship that is on deployment. The FPP allows two households to partner together to perform essential tasks such as grocery shopping for the partnered family due to the Shelter in Place base-wide policy during the COVID-19 pandemic. For 75 years, CFAY has provided, maintained, and operated base facilities and services in support of the U.S. 7th Fleet's forward-deployed naval forces, tenant commands, and thousands of military and civilian personnel and their families.
