    Hawaii National Guard leaders Cols. Wesley K. Kawakamai and Michael A. Tougher III wait in line on the John A. Burns Freeway to enter the Tetsuo Harano Tunnel to recon COVID surge testing operations from the perspective of a COVID test recipient, September 1, 2020, Honolulu, Hawaii. The Hawaii National Guard (HING) Joint Task Force (JTF) assisted the City and County of Honolulu with their surge testing program from Aug. 26 through Sept. 14, 2020. U.S. Surgeon General, Dr. Jerome Adams and Honolulu County Mayor Kirk Caldwell coordinated multiple locations for about 60,000 tests with an ambitious goal of conducting 5,000 tests daily on the island of Oahu.
