Soldiers of the 354th Civil Affairs Brigade stand at attention after Col. John P. Lawlor Jr., the unit's outgoing commander, Brig. Gen. Ed Burley, 352nd Civil Affairs Command commander, and Col. Glenn Goddard, the unit's incoming commander, take the field, Aug. 12, during the brigade's change of command ceremony at Riversdale House in Riverdale, Md. Goddard, who lives in Honolulu, comes to the brigade from the 351st CACOM.
