Maj. Gen. William Graham, deputy commanding general of civil and emergency operations for the U.S. Army Corps of Engineers, discusses the Chena River Lakes Flood Control Project with Col. Damon Delarosa, USACE Alaska District commander, on top of the Moose Creek Dam control works on Feb. 19 in North Pole. The dam gates typically remain open to allow the Chena River to flow unimpeded. During high-water events, however, the district operates the dam to regulate the flow of water passing through the structure. This action prevents downstream flooding.
