Romani after recieveing the display plaque for his Legion of Merit. COL Bales is retiring after 30 years of service as a U.S. Army Corps of Engineers Officer. He ends his deticated service as the Deputy Commander of the U.S. Army Corps of Engineers - Transatlantic Division, Headquartered in Winchester, Virginia.
