Col. Paul E. Owen, new commander of the New York District of the U.S. Army Corps of Engineers, accepts the colors from Col. Kent Savre, commander of the North Atlantic Division of the U.S. Army Corps of Engineers, during New York District's change of command ceremony Friday morning Sept. 14, 2012 at the U.S. Custom House in lower Manhattan. The change of command ceremony formally transferred command from Col. John R. Boulé to Owen. New York District's civilian Deputy District Engineer Joe Seebode participated in the ceremony and symbolized the continuity of the District's civilian work force.
