Dr. Vinothini Roy, of the Defense Department’s Institute for Security Governance, helped the Wisconsin National Guard with its hybrid virtual and in-person State Partnership Program workshop with the Papua New Guinea Defense Force May 25-27. The State Partnership Program links individual states with armed forces of partner nations around the world to forge lasting cooperation, friendship, and mutually beneficial relationships. The 32nd Division, which included most of the Wisconsin National Guard at the time, fought the Japanese in Papua New Guinea during World War II.
