Adm. Timothy J. Keating, commander, U.S. Pacific Command, transfers the Pacific Air Forces flag to Gen. Carrol H. 'Howie' Chandler, commander, Pacific Air Forces. With the transfer of the flag Chandler assumes the duties and responsibilities of commander. Chandler relieved Gen. Paul V. Hester who concluded a 37-year career in the Air Force.
