O'Connor concluded his 27-year military career on November 10, 2021 in a formal ceremony held in the Pentagon's Hall of Heroes in Arlington, Virginia. The Army's Deputy Chief of Staff, G-6 Lt. Gen. John B. Morrison, Jr. officiated at the ceremony with limited attendees due to coronavirus preventive measures. Col. O'Connor grew up in Sandwich, Massachusetts and was commissioned at The Citadel. His assignments included company, battalion and brigade commands in the 35th Signal Brigade.
