PHILIPPINE SEA (March 16, 2022) Boatswain’s Mate Seaman Joseph Dumas, from West Palm Beach, Florida, stands lookout watch on the bridgewing of Arleigh Burke-class guided missile destroyer USS Higgins (DDG 76) during routine underway operations.
