Six members of the Qatar Emiri Corps of Engineers visited Winchester, Va., in May of 2013 for discussions with Middle East District leadership. The members of the Qatar Emiri Corps of Engineers included Maj. Gen. Essa al Kubaisi, commanding general. At the time he was the Contruction and Manufacturing Unit Commander for the QECE.
