U.S. Army Maj. Gen. Michael Morrissey, U.S. Space Command director for strategy, plans and policy, signs a Terms of Reference agreement with Brig. Gen. Thierry Blanc, French Space Command deputy commander, July 19, 2022, at USSPACECOM headquarters, Peterson Space Force Base, Colorado. ToR agreements establish the conditions for military-to-military talks between French and U.S. entities regarding space operations. The ToR establishes long-term strategic cooperation to discuss operational space issues and deepen space cooperation between the U.S. and France Space Commands. USSPACECOM strengthens the nation’s integrated deterrence by providing space warfighting options that preserve the competitive advantage of the U.S. and our allies while promoting security and stability in space.
