Bill Howey, the final commanding officer of the Los Angeles-class fast-attack submarine USS Providence (SSN 719), speaks during a decommissioning ceremony for the submarine, Sept. 1, 2022. Providence was commissioned July 27, 1985, and supported a multitude of missions, including anti-submarine warfare, anti-surface ship warfare, strike, intelligence, surveillance and reconnaissance.
