Charles "Chas" Richard (right), commander of U.S. Strategic Command, pins the submarine warfare device, commonly referred as “dolphins”, on Machinist’s Mate (Nuclear) 3rd Class Cody Phommavong aboard the Ohio-class ballistic-missile submarine USS Tennessee (SSBN 734) Gold Crew, at Naval Submarine Base Kings Bay, Georgia, during his visit to Naval Submarine Base Kings Bay.
