The sun rises over the U.S. Army Corps of Engineers, St. Paul District, worksite near Horace, North Dakota, as the Corps of Engineers’ contractor continues construction of the Wild Rice Structure Sept. 19. The structure is key component of the Fargo, North Dakota/Moorhead, Minnesota Metro Area Diversion project that, once complete, will reduce flood risk to more than 235,000 people within the region.
