Joseph McGettigan, commanding officer of Arleigh Burke-class guided-missile destroyer USS Higgins (DDG 76), speaks to members of Veterans of Foreign War (VFW) Post 9876, VFW Post 12146 and American Legion Post THO2 during a ship tour as Higgins conducts a scheduled port visit in Sattahip, Thailand, Oct. 10.
