Scott Spellmon, the 55th chief of engineers and commanding general of the U.S. Army Corps of Engineers, and other leaders from both USACE and FEMA conduct a site visit at the Costa Sur Power Plant near Ponce, Puerto Rico, Nov. 30, 2022.
