Dr. Randall Owens, with U.S. Army Central’s Security Cooperation Division, speaks about his doctoral dissertation on Randall v. Sumter School District January 9, 2023, which declared racially segregated schools unconstitutional. His dissertation covered four other federal cases that took place in military communities in other states with segregated schools. The case included Shaw Air Force Base, whose schools were segregated until 1963, when African American service members challenged the legality of the segregated system. (U.S. Army photo by Staff Sgt.
