El Paso District 3 City Council member Cassandra Hernandez on a walking tour of Freedom Crossing at Fort Bliss, the military’s only open-air, public-private partnered retail neighborhood, at Fort Bliss, Texas, February 21, 2023. Hernandez and several council members, as well as representatives from city hall, were invited to Bliss for “City Council Day” on post. During their visit and tour, the group met with Maj. Gen. Jim Isenhower III, the 1st Armored Division and Fort Bliss commanding general, and the group talked about reaffirming the bonds between the city and the military, as well as charting the future. Although Bliss has more than a million acres of land extending into neighboring New Mexico, its main post resides within El Paso’s city limits.
